The gap between tiers is mostly transport. A private car and driver for a day costs more than a night's lodging at the mid tier, and there is no rail or intercity bus network that replaces it.

What things cost
Local food is the one genuinely cheap part of a Liberian trip. A plate of palm butter and rice at a cookshop runs US$2–4 (LRD 400–800), and a Club beer US$1.50–3. Restaurant meals in Monrovia cost several times that.
The expensive items are imported: hotel rooms, fuel, vehicles and anything with a driver attached. The airport run from Roberts International to Monrovia is US$50–80 one way in a private car, and it is not a cost you can avoid — the airport sits well outside the city.

Money: cash, cards and the two currencies
Liberia uses both the Liberian dollar (LRD) and the US dollar, and many prices are quoted in US dollars. Bring clean, recent US dollar notes: torn, marked or older bills are often refused, and small denominations are useful for taxis and cookshops.
Cards work in few places outside large Monrovia hotels, and ATMs are limited, so treat cash as the default. Declare cash of US$10,000 or more on entry; taking out more than about US$7,500 in cash is restricted, so check the current rule before you travel.

When costs rise
Rates climb in the dry season, roughly November to April, when Robertsport surf lodges and Monrovia business hotels fill. Rainy-season travel can be cheaper but road conditions push you into a 4x4 and driver, which cancels out much of the saving.
Anything beyond Monrovia and the coast — Sapo National Park, the southeast, cross-country routes — is a 4x4, driver and dry-season trip, and the operator price dominates the budget. Check the security situation before committing to those routes.
How to keep the budget down
Base yourself in Monrovia and Robertsport rather than moving every day: the transfer costs, not the room rate, are what break a Liberian budget. Eat where locals eat, share a vehicle where you can, and book the airport transfer in advance rather than negotiating at the terminal.

What to sort before you spend
Visa and yellow-fever card come first: arrange the visa through an embassy, or use the e-visa-on-arrival route where no embassy exists, and carry the yellow-fever certificate. Neither is free, and neither can be fixed at the airport on arrival.
Then fix your arrival transfer and first two nights before you fly, because Monrovia's good hotels are limited and walk-in rates are the worst rates.
