Prices and hours
Taipei Metro runs roughly 06:00 to midnight, with slightly later service on some lines on weekends; the first and last trains vary by station, so check the board for your stop. Buses run similar hours, with night buses on a few routes. YouBike docks are open 24 hours but need registration and a card or app.
The EasyCard deposit is refundable when you return the card at a station desk, minus any negative balance. Day and multi-day passes are usually sold at staffed information desks rather than machines, and are not refundable once used. Keep the receipt if you might want to swap.

How to get there
Most visitors arrive at Taoyuan International Airport (TPE) and take the Airport MRT to Taipei Main Station, roughly 35–50 minutes depending on the express or commuter service. From Taipei Main Station the whole metro network is one level down, and an EasyCard bought at the airport works on it immediately.
If you land late, note that the Airport MRT does not run all night; a taxi or pre-booked transfer covers the gap. Within the city, the MRT plus walking covers almost every sight on a first trip, which is why the pass question is really a question about how many rides you take in a day.

Do the arithmetic before you buy. Count the rides you will realistically take, multiply by the typical single fare, and compare with the pass price. Most travellers overestimate how much they will ride, because Taipei's sights cluster: Xinyi, Zhongshan, Ximending and Da'an are each walkable once you arrive.
If you are in Taipei for a weekend, a pass rarely pays off; if you are there for three days and plan day trips by MRT and bus, it can. Combine the pass question with where you stay, since a hotel near a main interchange cuts rides sharply.
