Vietnam's weather splits by region, so the best month depends on where you are based. The north (Hanoi and its day trips) is best October to April. The centre (Đà Nẵng, Hội An, Huế) is best February to August, though Hội An can flood in October. The south (Ho Chi Minh City and the Mekong) is best December to April.
Avoid the Tết holiday period, when many businesses and transport services reduce or pause for several days; check dates and book ahead if you travel then.

Getting there
You do not need a car for any of these trips. From Hanoi, Ninh Bình is reachable by train or bus, and Hạ Long City by expressway bus; most travellers book a minibus tour that includes the boat. From Đà Nẵng, the Hải Vân Pass is a short ride to the summit, and Mỹ Sơn is reachable by tour bus from Hội An. From Ho Chi Minh City, Mekong and Củ Chi tours leave from the city centre.
For trains, book through Vietnam Railways or a reputable agent; for buses, use a licensed operator or ask your hotel. Grab works in the big cities. If you would rather not plan, a small-group tour costs more but removes the transfers. Exact times and fares: check locally.
