Tokyo has two airports. Haneda (HND) sits close to the city and is the easier arrival; Narita (NRT) is about 60 km east and needs a proper transfer plan. Both connect by train, bus and taxi, and the right choice depends on your arrival time, luggage and hotel area.
Trains are the default: fast, frequent and cheap. Buses are slower but drop you at major hotels and are useful with heavy bags. Taxis are the fallback for late arrivals or when the last train has gone.

From Haneda, the Keikyu Line runs to Shinagawa, where you can change to the JR Yamanote loop or a Shinkansen. The Tokyo Monorail runs to Hamamatsucho, also on the Yamanote. Both take about 20–35 minutes and cost around ¥500. If your hotel is in Shinjuku or west Tokyo, the limousine bus may be simpler than a train change.
From Narita, the Keisei Skyliner reaches Nippori and Ueno in 40–50 minutes; the Narita Express runs to Tokyo Station, Shinagawa, Shibuya and Shinjuku in 50–60 minutes. Both are reserved-seat trains, so book or buy on arrival. The limousine bus serves major hotels and stations and takes 45–90 minutes depending on traffic.
Taxis from Haneda are reasonable for a group; from Narita they are expensive. Fixed-fare taxis exist from Narita to central Tokyo, but the price is still high. If you arrive after the last train, a taxi or an airport hotel is the practical answer.
Costs
Train fares are the lowest cost and the least affected by traffic. Buses sit in the middle and can be cheaper than the fastest trains from Narita. Taxis are the most expensive and the only option after midnight.
A rechargeable IC card (Suica, PASMO or ICOCA) works on most trains and buses and saves buying a ticket each time. Mobile versions work on iPhone and some Android phones.
