Budget travel in Panama is mostly a choice of two things: where you sleep and where you eat. A dorm bed in Panama City, Boquete or Bocas del Toro runs US$15–25. A plato del día at a fonda — rice, beans, meat, sometimes salad — costs US$4–7 and is the cheapest full meal you will find. Two of those plus fruit and coffee keeps food near US$12–20 a day.
Transport is the next lever. Metro rides in Panama City cost US$0.35–1.35, and intercity buses are far cheaper than the domestic flights that connect Panama City with Bocas del Toro. A beer is US$1.50–4, so nights out are not what breaks the budget here. Paid sights are: the Miraflores Locks visitor centre is about US$20 for foreigners (check), and San Blas packages start around US$120–200 for one night including transport and meals.

Tips
Carry small US dollar bills. US$50 and US$100 notes are often refused, and outside Panama City — Bocas del Toro, Boquete, San Blas — cash is the default rather than cards. Guna Yala has no ATMs at all: bring cash for the regional fee (about US$22 — check), island fees, drinks and tips.
Book the domestic flight early if you want Bocas del Toro; otherwise the bus is the budget option. Eat your main meal at lunch, when fondas serve the plato del día, and cook or buy fruit for breakfast.
