Inland, the Iron Range and the Boundary Waters run on lakes, canoes and winter. Driving is the only practical way to do both; distances are long and services thin between towns.

Luggage is not the problem here — the car is. There is no useful rail or bus between Duluth, Ely and Grand Rapids, so plan a loop by car and pack for it. If you fly into Duluth and out of MSP (or the reverse), one-way car rental is usually available at both airports; check the drop fee before booking.
