Central Victoria (Rabat)
The centre is the practical base. You can walk to the Cittadella in a few minutes, reach the market and most restaurants on foot, and use the bus terminus for trips to Xlendi, Marsalforn, the ferry and the rest of Gozo. Accommodation is mostly small hotels, guesthouses and converted townhouses rather than large resorts.
Expect some traffic noise on the main streets and church bells early in the morning. Parking in the centre is limited, so a car is more useful if you stay outside the core.
Xlendi and Marsalforn
Xlendi is a small bay with a narrow waterfront of restaurants and a rocky swimming spot; it is the better pick if evenings by the water matter more than being in town. Marsalforn is larger, with a sandy-ish swimming area, dive operators and more family-oriented places. Both are short bus rides from Victoria, and both are quieter outside summer.
If you have an early ferry from Mġarr, staying near the harbour saves a rushed morning, but there is less to do in the evening.
