Ha Long Bay is not one address. Cruises leave from Tuan Chau marina and Ha Long City's harbour area, both on the coast about 160 km east of Hanoi. Almost everyone travels by road; there is no practical train to the bay itself, and the nearest airport is Hai Phong, which is a detour rather than a shortcut.
The choice is really about comfort and door-to-door time. A limousine van picks up at Old Quarter hotels and drops at the marina, which saves a taxi at each end. A standard coach is cheaper but usually leaves from a bus station on the city edge. A private car costs the most and is worth it for groups of three or four.

How to book
Book through your hotel, a reputable agent in the Old Quarter, or directly with the operator. Ask which harbour you are dropped at — Tuan Chau or Ha Long City — and whether the price includes the taxi or shuttle from the drop-off to your boat.
For cruises, most operators sell a package that includes the transfer from Hanoi, which removes the guesswork. If you book the bus separately, leave a buffer: aim to arrive at the marina at least an hour before boarding.
Pay in đồng. Cards are accepted by bigger operators but not by every van driver, so carry cash for the return leg if you have not pre-booked it.
