Ismoili Somoni (Ismail Samani, died 907) ruled the Samanid state from Bukhara; modern Tajikistan treats him as the founding figure of a Tajik state, and the plaza and the national currency, the somoni, carry his name.
The monument stands on the axis of Rudaki Avenue, so it works as a walking endpoint: park, statue, then a car to lunch.
The area is a set piece for state occasions. On ordinary days it is a quiet plaza; near national holidays it can be fenced.
