Tlacotalpan
Go for one night, not as a base: the UNESCO centre is a 2–3 hour walk, and Veracruz is 2.5 h away by second-class bus.
Tlacotalpan is a small colonial river town on the Papaloapan, listed by UNESCO for its grid of low, coloured houses and arcaded plaza. There is no beach and no big museum circuit: you come for the square, the river, the February Candelaria festival and slow food. One night covers it; two if you want a boat ride and a bike loop.

The centre is flat and walkable in 15–20 minutes end to end. Bikes are the better way to see the outer streets and callejones; rental shops sit by Parque Zaragoza. Local taxis handle bags and the bus terminal.
