Go for a half-day or full-day trip from Legazpi or Tabaco: hot springs, pottery, and the pilgrimage shrine. Not a base.
Tiwi is a quiet coastal town in northeastern Albay, known for its geothermal hot springs, pottery industry, and the Shrine of Our Lady of Salvation. Most visitors come from Legazpi or Tabaco for a day trip: soak in the hot springs, see the power plant, and buy ceramics. It is not a destination for an overnight stay unless you want a slow, cheap beach break.
