Sri Jayawardenepura Kotte is Sri Lanka's legislative capital, on the eastern edge of Colombo. Parliament sits on an artificial island in the Diyawanna Oya lake, a design meant to recall the 15th-century Kotte kingdom that ruled from this area. Beyond the parliament grounds and a few Kotte-era ruins, it is a residential and government suburb with almost no visitor infrastructure. Use it as a half-day add-on from Colombo, not as a base.

Getting around

Ride apps (PickMe, Uber) and metered or agreed-fare three-wheelers link Kotte to Colombo; expect about Rs 1,200-2,500 from Fort by app (2026 estimate, check). There is no rail or metro connection, and roads are slow at rush hour. Buses are cheap (a few dozen rupees) but crowded and hard to read for a first visit.

Colombo and Kotte are generally safe for visitors; check your government's current advice, and watch for protests and traffic rather than street crime.
  • Parliament is a secure government site, not open to casual walk-in visitors; any visit must be arranged in advance through official channels.
  • Traffic on the Kotte-Rajagiriya-Colombo roads is slow at rush hour (roughly 7-9 am and 4:30-7 pm).
  • Low-lying areas around Diyawanna Oya can flood in heavy monsoon downpours.
  • Political protests and security checkpoints can close roads near government buildings with little notice; check local news.
  • Photographing government buildings and military personnel can attract attention: ask before you shoot.
  • Agree tuk-tuk fares before you ride, or use an app; meters are not always used.
