Rivera sits directly on the Brazil border, fused with Santana do Livramento into one cross-border city of about 80,000 people. The draw is the border itself: you can walk between two countries, shop duty-free on the Uruguayan side and cheap on the Brazilian side, and eat a Riverense xis. It is a functional stop on the Montevideo–Brazil route, not a destination in its own right.

Safety

Rivera is generally calm by day, but avoid the border area and Plaza Internacional after dark; if you are led across the border, Uruguayan police cannot help you.
  • Avoid the border area and Plaza Internacional at night.
  • If you cross further into Brazil, stop at immigration next to Siñeriz Shopping to get stamped in and out.
  • Unlicensed currency stands on the border offer good rates but carry risk; use them only for small amounts.
  • Duty-free shops require a foreign ID such as a passport — Uruguayan residents cannot buy there.
  • Parque Gran Bretaña has snakes in the wooded areas; stay on the trails.
