Rivera
Go for one night if you want the two-country border walk and duty-free shopping; otherwise skip — it is 5–6 h by bus from Montevideo.
Rivera sits directly on the Brazil border, fused with Santana do Livramento into one cross-border city of about 80,000 people. The draw is the border itself: you can walk between two countries, shop duty-free on the Uruguayan side and cheap on the Brazilian side, and eat a Riverense xis. It is a functional stop on the Montevideo–Brazil route, not a destination in its own right.
