Penglai is a coastal resort town in Shandong, known for the historic Penglai Pavilion (one of China’s Four Great Towers), an aquarium, and easy boat links to the Changdao islands. Its sights are clustered near the waterfront, so a short stay covers the highlights.

Use an eSIM with roaming (it routes through your home network) or install and test a VPN before you fly; VPN sites and app stores are hard to reach inside China, and only government-approved VPNs are officially permitted.
