Northwest Washington is the strip between Seattle and the Canadian border: I-5 towns on one line, the Skagit farm flats and the San Juan ferry at Anacortes on another, and the Mount Baker and North Cascades mountains above them. Bellingham is the only real city and the only commercial airport (BLI). Everything else is a small town 20–40 minutes apart. A car turns this into a 3–4 night region; without one you are limited to Bellingham, Mount Vernon and the Amtrak Cascades stops.

Bellingham and the I-5 lowlands: Mild and damp; July–September is the dry window. Rain is frequent October–March but rarely heavy.
Skagit Valley: Tulip fields peak in April and draw the region's biggest crowds; daffodils come first, in March.
Mount Baker and the North Cascades: SR-20 over the North Cascades closes in winter; the Mount Baker highway is usually open to Heather Meadows later than that, but Artist Point waits until summer.

Late July to mid-September is the reliable window: dry lowlands and open mountain roads. April is for tulips, not mountains.
