Prices are relative to Albanian high season, not to Western Europe. Even August is cheaper than Italy or Greece for the same coast.
Step by step
First, decide what you actually want. Beach and swimming: aim for June to early October, with September the sweet spot. Hiking in the Albanian Alps around Theth and Valbona: roughly June to September, when the Koman ferry and the Theth pass run (check). City and history trip through Tirana, Berat and Gjirokastër: April to June or September to October, when walking all day is comfortable.
Second, check the calendar. July and August bring the Albanian diaspora home and fill the Riviera; hotel prices in Sarandë, Himarë and Ksamil climb and the best rooms go months ahead. Late November brings Independence Day (28–29 November) and a long weekend. Easter is a holiday for both Catholic and Orthodox communities, with processions in Korçë and Gjirokastër.
Third, book in the right order. For July and August, reserve coastal accommodation and any ferry or domestic flight first, then build the rest around it. For May, June, September and October you can leave more to chance, though the Alps guesthouses still fill on summer weekends.
Fourth, plan around the weather rather than against it. In July and August, do cities and ruins early in the morning, rest at midday, and swim in the late afternoon. In April and October, keep a wet-weather backup: Berat's castle quarter and Tirana's museums work in rain, beach days do not.
Fifth, watch the shoulder. May and October can deliver beach weather or a week of rain, sometimes both. If your trip depends on swimming, book June to September; if it depends on hiking, book July to early September.

Notes
Albania has four climate zones in a small country. The Riviera and Ionian coast (Vlorë, Dhërmi, Himarë, Sarandë, Ksamil) is warm from June to October and wet from November to February, when many resorts close. The central lowlands (Tirana, Durrës, Berat, Elbasan) are hot in July and August, often above 35 °C, and mild in spring and autumn. The southern hill towns (Gjirokastër, Përmet, Korçë) are cooler, with Korçë at about 850 m and snow possible in winter. The Albanian Alps are a summer destination: access is roughly June to September (check).
Rain is the main risk outside summer. The coast takes most of it between November and February; the mountains get snow. Spring and autumn can be wet anywhere, so pack a light rain shell even in May and October.
Public holidays move prices and buses more than weather does. New Year (1–2 January) means closures. Summer Day on 14 March is a spring festival with ballokume cakes in Elbasan. Labour Day (1 May) starts the beach season. Independence and Liberation Days (28–29 November) fill Vlorë with flags and create a long weekend. Eid dates shift each year — check them if you are travelling in March or May.
