The Seaway Region is the Ontario shore of the St. Lawrence between Kingston and the Quebec border: the Thousand Islands, the 1959 seaway locks, Loyalist towns and War of 1812 sites. It is a driving region — one base, short hops on Highway 401, and a boat out to the islands. Kingston is the only place with real city services; Brockville, Gananoque and Cornwall are smaller bases with their own river access.
