Balaoan
Skip unless you have a car and a specific reason: the watchtower and tidal pools are worth a 2–3 hour stop, but the town has no accommodation and few services.
Balaoan is a quiet coastal town in La Union with a Spanish-era watchtower and tidal pools at Immuki Island. It has no hotels, limited food options and is best visited as a short detour from Bacnotan or San Juan. Most travellers can see the watchtower and the lagoons in half a day and move on.
