Moalboal is a small town on Cebu's south-west coast whose real draw is underwater: a reef drop-off right off Panagsama Beach where a huge sardine school and green turtles sit within 30 m of shore. Most visitors spend nearly all their time in the two beach areas, Panagsama and White Beach, and treat the town as a supply stop. Two nights covers the sardine run, a Pescador Island trip and Kawasan Falls; three nights if you add a course or canyoning.

Getting around

Tricycles (habal-habal) are the main transport. Town to Panagsama Beach is 3.5 km, about ₱20 per shared seat by day, up to ₱50 if you ride alone; anywhere in town about ₱10. To White Beach most people pay about ₱75, or ₱30 for a single seat. Most travellers take a trike to Panagsama once and then walk the main strip.

3.5 km from town, busier, rocky beach but the reef drop-off and most dive shops, bars and restaurants are here. Best for divers and snorkellers.

White Beach (Barangay Basdaku)

About 7 km north of Panagsama, quieter, two white-sand beaches with a reef about 30 m out. Best for swimming and sunbathing; resorts are spread out.

Moalboal town

Watch out

Safety

Moalboal is a small, low-crime beach town and the main risks are in the water and on the road: strong currents and boat traffic on the reef, unlicensed dive operators, and fast tricycles on dark coastal roads. Use a PADI or SSI shop, never dive the Cathedral cave without cave training, and keep valuables in a dry bag on boat trips.
  • Bus ticket collectors: know the fare before boarding, pay the exact amount, and pay early in the journey.
  • ATMs add about ₱250 (≈ US$5) per foreign-card withdrawal and cap at ₱10,000 (≈ US$180); machines can run out of cash on Sundays.
  • The Cathedral cave at Pescador Island needs cave training — open-water certification is not enough.
  • Kawasan Falls 'guides' approach arrivals; the walk up is easy and no guide is required.
  • Dive shops: confirm PADI or SSI certification before booking a course.
