Skip unless you have a specific reason to stop: a half-hour walk past the 1753 church and a pizza, then back on the train. One hour is enough.

Oulainen is a small town on the Pyhäjoki river, population 7,800, served by the Helsinki–Rovaniemi railway. The only sight is the red wooden church from 1753. Most travellers pass through on the train without getting off. If you are driving Highway 86 or 786, you can stretch your legs here, but there is no reason to plan a visit.
