Half-day stop on the Manila–Vigan road: see the church and Poro Island, then move on. Not a base.
Cabugao is a small coastal town in Ilocos Sur, best visited as a quick detour off Route 2. The Spanish-era church, a white-sand island and a salt-making beach are the draws. Most travellers pass through in under 4 hours.
