Skip Jam unless you are already driving the multi-day Herat–Kabul central route; the minaret is the only sight and there are no services.

Jam is a village in West Afghanistan whose only reason to exist on a travel map is the 65 m Minaret of Jam, a UNESCO World Heritage site standing alone in a valley. There are no hotels, no transport and no medical cover. Almost everyone who sees it is already on the several-day central route between Herat and Kabul, with a local driver and current security advice.
