Pass through Rocha only to change buses; stay elsewhere on the Atlantic coast.
Rocha is the administrative capital of the department, with a small plaza, historic theater and a few basic hotels. It lacks tourist attractions beyond a weekly fiesta in November, so most visitors use it only as a bus hub between beach towns.
