Use Vacaville as a one-night I-80 stop or an outlet-shop break, not a base: Napa is 30 min, Sacramento 40 min by car.
Vacaville sits on I-80 between San Francisco (about 55 mi / 88 km southwest) and Sacramento (about 34 mi / 55 km northeast), which makes it a practical overnight or shopping stop rather than a destination in itself. The draw is the Premium Outlets and a walkable old downtown; the surrounding wine country and state capital are close enough for day trips. Without a car the town is awkward, since the Amtrak platform is 5.5 mi south and buses run limited routes.

Vacaville City Coach runs five fixed bus routes from the Vacaville Transportation Center on Ulatis and Allison Dr, useful for downtown but slow for the outlets.
