Baguio
Give Baguio one or two nights for the cool climate and as a base for Sagada or Banaue, but avoid the Panagbenga festival weekends in February unless you want the crowds.
Baguio is a highland city in northern Luzon, a long bus ride from Manila. It is noticeably cooler than the lowlands, known for Burnham Park, the Session Road night market and as the gateway to Sagada and Banaue rice terraces; the Panagbenga Flower Festival in February brings parades and heavy crowds.
