Viljandi is a hill town of about 17,500 people in South Estonia, built around the ruins of a Livonian Order castle above Lake Viljandi. It is the country's folk-music capital and hosts Estonia's largest annual music festival on the last weekend of July. Outside that weekend it is quiet, walkable in half a day, and best used as one night between Tartu and Pärnu, or as a festival base.

Safety

Viljandi is a small, low-crime town and safe to walk by day. The real risks are icy paths in winter, unlit lakeside trails at night, and festival-week accommodation selling out.
  • Castle ruins, the rope bridge and the lake path are outdoor and unlit at night: bring a torch and watch the uneven ground.
  • The folk festival's last weekend in July sells out beds across the county: book months ahead or stay in Tartu.
  • Many small cafés and museums keep short or seasonal hours: check before you walk out.
  • Winter daylight is short and paths ice over; grip shoes matter more than a coat.
