Skip Arthur unless you need a quiet overnight on I-29 or a base for Red River Valley farm country. One night is enough.

Arthur is a tiny town (population ~400) in North Dakota's Red River Valley, about 30 minutes north of Fargo. It has a grocery store, two cafes and a basic campground. Most travellers pass by on I-29 without stopping. Use it only as a cheap sleep stop or a curiosity visit.
