Severodvinsk is a closed city in Arkhangelsk Oblast, the centre of Russian submarine construction. Non-Russian citizens need a special permit to enter. The main draw is the Severodvinsk City Museum and the chance to see a working shipbuilding town, but the permit requirement makes it impractical for most travellers. Arkhangelsk offers more accessible history and culture.

Severodvinsk is a closed city with military industry; follow all local rules and carry your permit and passport at all times. Crime rates are low, but the main risk is administrative: being in the city without a valid permit.
