Norilsk is a closed city above the Arctic Circle, built on nickel, copper and palladium mining and on gulag labour. Foreigners cannot enter without special permission, which is normally granted only through an approved guided tour. The city is the world's northernmost of its size, the most polluted city in Russia, and cold enough that winter travel is a serious risk. Most visitors come for the industrial and Soviet history, not for scenery.

Safety

The two real dangers are pollution and cold. Smog sits over the city most of the year, and winter temperatures near −40°C make hypothermia a genuine risk; travel with a guided group and check your government's advice before booking.
  • Foreigners need a special permit; independent travel is generally not allowed — arrange an approved guided tour that handles the paperwork.
  • Air pollution and chemical smog are constant; people with respiratory or heart conditions should not go.
  • Winter cold is life-threatening: −40°C and below is normal, so bring serious layers or risk hypothermia.
  • Mobile data is slow and restricted; landline internet is better but do not count on working remotely.
  • There are no roads in or out; access is by plane, or by boat on the Yenisei in summer.
