Half a day: see Temkessi Village and Taolin Palace, then move on to Kupang, Atambua or Dili depending on your itinerary. Not a base.
Kefamenanu (Kefa) is the capital of North Central Timor regency, a quiet market town with traditional villages and a former royal palace. Buses connect it to Dili (7 h), Soe (3 h) and Kupang (check). One afternoon covers the main sights; you don't need to sleep here unless you arrive late.
