Step by step: choosing and using each mode
Decide first whether you are staying only in Bandar Seri Begawan. If yes, skip the rental: Dart covers the city and the airport, and the purple bus is B$1. If you want Tutong, Bangar or the Temburong Bridge, book a car before you arrive, because walk-in availability is thin.
Rental cars: B$50–90 a day, drive on the left, fuel is cheap and parking is easy outside BSB peak hours. Check whether your licence and insurance are accepted, and whether the agency allows the Temburong Bridge and the road to Bangar.
Dart is Brunei's own ride-hailing app and is reliable in BSB, but waits stretch at night. Public buses run town routes for B$1 and stop early evening, so do not build a late plan on them.
Water taxis cross to Kampong Ayer in minutes for B$1–3; agree the price before boarding, and expect to pay more for a charter river tour (B$20–30 an hour). For Ulu Temburong, the longboat upriver (30–60 min) is normally part of a park tour; at low water you may have to help push.
Taxis are few. For the Temburong Bridge to Bangar, book through your hotel or Dart rather than hailing on the street.

Notes and traps
The country is dry: no alcohol is on sale, which does not affect transport but changes what you pack and plan. Friday midday prayer closes or slows many services, and Ramadan brings shorter hours. Museums and some sites close on certain Fridays, so check before you travel out.
Distances are short. BSB to the airport is about 12 km, 20–35 min by car. The Temburong Bridge is about 30 km and replaced the speedboat for most Bangar trips. Outside BSB, taxis are scarce and buses thinner, so a car or a pre-booked transfer is the safe plan.
If you drive, carry your licence and rental paperwork, and note that fuel is cheap enough that cost is not a factor in your decision.
