The honest verdict

Zagreb's centre is small and split in two by a slope: the Upper Town on the hill, the Lower Town on the flat. The trips that go wrong climb the hill with bags, plan the market for the afternoon after it closes, or add Plitvice as a rushed day trip. Four walking clusters cover a first visit; the coast and the lakes are separate bases.
