Valka
Stop for half a day, not a night: see the museum in Valka, then cross into Valga on foot for food, and continue to Valmiera, Cēsis or Tartu.
Valka and Estonian Valga are one town cut by a border that has been open since 2007, so the practical base is the bigger Estonian half. Valka itself holds a small museum, a church tower and a war memorial, and the bus station sits beside the crossing. Most travellers pass through on the Riga–Valmiera–Tartu road or stop one night to see both halves.
