Tongliao is a half-day stop for the White Pagoda and local Mongolian food, not a base. One night if you need to break a journey between Beijing and Hailar or the eastern grasslands.
Tongliao is the transport and administrative hub of eastern Inner Mongolia, with a single major sight — the Yuan-dynasty White Pagoda — and a strong Mongolian food scene. Most travellers pass through on the way to the grasslands or the Greater Khingan range. The city itself is flat, spread out and best visited between May and September.
