St. Clairsville is the seat of Belmont County, a town of about 5,200 people on the old National Road where I-70 crosses the Ohio Valley. The draw is small and specific: an 1885 Second Empire courthouse on the ridge, a county heritage museum, and a 2.5-mile rail-trail with Ohio's only rail-trail tunnel.
