The ruins are free and mostly public: Roman streets and gates show through glass in the Serdika metro station concourse and in open excavation beside it.
Serdica was a major Roman city; the emperor Constantine is reported to have called it "my Rome". The museum-style displays are small, with English labels.
Come at any time; the metro concourse is the most reliable, wet-weather option because you can view the ruins under cover.
Around the ruins, Largo is a large ring of Stalinist-era buildings; the former Party House sits at one edge and is now offices.

No, the rotunda is a separate 4th-century building three minutes away in a courtyard; both are part of Roman Serdica.
