Bismarck Airport (BIS) sits south of the city. Rental desks are in the terminal, and the drive out is straightforward: interstate east, then state highway south-east into Ransom County. Allow 90 minutes in good conditions and closer to two hours in winter.
Hector International (FAR) in Fargo is the state's busiest airport. From there you take Interstate 94 west, then drop south. It is a longer but easier drive on the interstate, and Fargo generally has more nonstop options and lower fares.
There is no train station or scheduled bus stop in Lisbon. Amtrak's Empire Builder stops at Fargo and at Devils Lake, both of which still leave you a drive away. Intercity coaches run between the larger North Dakota cities, not into Lisbon.
