Skip Hwaseong as a base: it is a spread-out suburban county with no walkable centre. Go only for Jebudo island or the royal tombs, as a day trip from Suwon or Seoul.
Hwaseong is a county in southwest Gyeonggi, not a city you tour on foot. The east (Dongtan, Byeongjeom) is new-town towers and subway stops; the west (Seosin, Ujeong, Songsan) is farmland, ports and islands. Its real draws are Jebudo island, the UNESCO-listed Yunggeolleung royal tombs and Yongjusa temple, all reachable by bus or car, not by wandering. Most travellers pass through on Line 1 or the Suin-Bundang line and never stop; the ones who do come for a specific half-day.

Get around
The county is too large to walk. Use Line 1 (Byeongjeom) and the Suin-Bundang line (Eocheon, Yamok) for the east, and city or intercity buses for the west; a car or taxi is the only realistic way to link Jebudo, the ports and the tombs in one day. Buses from Seoul leave from Gangnam, Yangjae, Sadang, Jamsil and Seoul Station.

- English is limited outside hotels and stations; have addresses in Korean for taxi drivers.
Very safe by any standard; the real risks are the Jebudo tidal causeway, unlit rural roads at night and summer heat. Tipping is not expected.
