Dubuque is Iowa's oldest city, a Mississippi River port built on lead-mining money and stacked up a bluff. The sights split into two clusters about 5 minutes apart by car: the Port of Dubuque riverfront (river museum, casino, Shot Tower) and the downtown blufftop (Cable Car Square, the Fenelon Place Elevator, the art museum). Get around
