Agdam
Skip unless you have a state-issued invitation for an official tour. Even then, it's a half-day stop: the ruined mosque and a mural are the only sights, and the city is a construction site.
Agdam was a ghost town for three decades after the first Nagorno-Karabakh war. Azerbaijan regained control in 2020 and is rebuilding it from scratch, aiming for completion by 2050. Travel here is restricted to official tours by invitation only. The only accessible landmark is the Agdam Mosque, whose minarets survived the shelling. Most travellers will never get a permit, and those who do will spend a few hours, not days.
